Hydrocarbon Exploration and Licensing Policy (HELP)/ Open Acreage Licensing Policy (OALP)

The Union government in 2016 has approved the Hydrocarbon Exploration and Licensing Policy (HELP).

Significance: Enhanced the domestic oil & gas production,

• Brought substantial investment in the sector
• Generated sizable employment.
• Enhanced transparency and reduced administrative discretion.
• The introduction of the concept of revenue sharing and freedom of marketing and pricing under HELP is in line with the government’s policy of – ‘Minimum Government, Maximum Governance and Ease of Doing Business’.
