These rules were formulated taking into consideration the development with respect to the increase in the size, capacity & types of Inland Vessels, design & construction, need for qualified, experienced and competent crew for safe manning & operation, the requirement of stringent safety during construction and operation with relevant statutory safety appliances, prevention & control of pollution from the vessel etc., for replacing the existing Inland Vessel Act of 1917.
