State Rooftop Solar Attractiveness Index (SARAL), 2019

State Rooftop Solar Attractiveness Index – SARAL is an initiative of the Ministry of New and Renewable Energy (MNRE) and its partners to introduce a measuring scale to evaluate and rank all states according to their performance, growth, level of maturity, policy framework, and implementation environment in the rooftop solar sector.

  • The states were evaluated on the basis of their attractiveness for rooftop development. Based on the states’ scores, grades are assigned on the following scales: A++, A+, A, B++.
  • The index serves as an important tool to benchmark development and deployment of solar rooftop in states, and identify investment opportunities.
  • The SARAL index was released in August, 2019 in which Karnataka has emerged as the best state for setting up a roof top solar project. Telangana, Gujarat and Andhra Pradesh were among the top four states with a rating of A++.
