Border Area Development Programme (BADP)

The BADP was started in the year 1986-87 for balanced development of border areas of States bordering Pakistan namely, Jammu & Kashmir, Punjab, Gujarat and Rajasthan and subsequently it was extended to all the land borders.

  • The main objective of the BADP is to meet the special developmental needs and wellbeing of the people living in remote and inaccessible areas situated near the international border and to saturate the border areas with the entire essential infrastructure through convergence of Central/ State/ BADP/ Local schemes and participatory approach.
  • Recently, the Department of Border Management of the Ministry of Home Affairs (MHA), has issued Modified Border Area Development Programme (BADP) guidelines in consultation with concerned Ministries/Departments of Government of India. The modified guidelines are as follows:
    • Coverage of BADP has been extended to cover all the villages which are located within the 0-10 Km of the International Border.
    • The list of schemes permissible under BADP has been expanded to include schemes/activities relating to Swachta Abhiyan, Skill Development programmes, Promotion of Rural Tourism/ Border Tourism, Protection of heritage sites, Construction of helipads in remote and inaccessible hilly areas, Organic farming, etc.
    • Setting up an independent National Quality Monitors with the ambit for Third Party Inspection and Quality Control Mechanism under MHA of the BADP schemes.
    • Allow State Governments to monitor the BADP schemes with help from existing District Level Monitoring/ vigilance Committees where local Members of Parliament and MLAs are represented.
  • Earlier BADP was a 100% centrally sponsored gap filling programme. However from 2015-16, it has been classified as a Core Centrally Sponsored Scheme (CSS) and is now part of the National Development Agenda. The new funding pattern of BADP with respect of 8 North Eastern States & 3 Himalayan States is in the ratio 90:10 (Centre Share : State Share) and in respect of 6 other States (viz. Bihar, Gujarat, Punjab, Rajasthan, Uttar Pradesh and West Bengal) is in the ratio 60:40.
