The National Electric Mobility Mission Plan (NEMMP) 2020 is a National Mission document providing the vision and the roadmap for the faster adoption of electric vehicles and their manufacturing in the country.

  • Under this NEMMP the Government on 1st April 2015 launched Faster Adoption and Manufacturing of Hybrid and Electric Vehicles (FAME) – India Scheme. The scheme was launched as part of the National Mission for Electric Mobility to boost eco-friendly vehicles sales in the country. The major objective of this scheme was to support the hybrid or electric vehicles market development and its manufacturing eco-system in the country in order to achieve self-sustenance in stipulated period.

The National Electric Mobility Mission Plan 2020 is one of the most important and ambitious initiatives undertaken by the Government of India that has the potential to bring about a transformational paradigm shift in the automotive and transportation industry in the country.

This is a culmination of a comprehensive collaborative planning for promotion of hybrid and electric mobility in India through a combination of policies aimed at gradually ensuring a vehicle population of about 6-7 million electric/hybrid vehicles in India by the year 2020 along with a certain level of indigenisation of technology ensuring India’s global leadership in some vehicle segments.

It is a composite scheme using different policy-levers such as:

  • Demand side incentives to facilitate acquisition of hybrid/electric vehicles
  • Promoting R&D in technology including battery technology, power electronics, motors, systems integration, battery management system, testing infrastructure, and ensuring industry participation in the same
  • Promoting charging infrastructure
  • Supply side incentives for encouraging retro-fitment of on-road vehicles with hybrid kit etc.
  • It was implemented in phases. The Phase-I was implemented over a two year period 2015-17. However, several extensions were allowed with the final one sanctioned till March 31, 2019.
  • The second phase of this (FAME India phase II) scheme is commenced on April 1, 2019 for a period of three years.
