Justice Verma Commission on Teacher Education

It was setup by Supreme Court in 2011 post looking into the plight of poor skills amongst elementary teachers. The commission was asked to review teacher education in India and come up with reforms.

Issues with Teacher Education

  • Over 85% of teachers fail the post-qualification competency test – the Central Teacher Eligibility Test (C-TET).
  • Poor Teacher Education Institutes (TEIs)
  • Teachers at elementary level indulged in non-teaching activities
  • Under paid, resulting into inability to attract better talent.
  • The commission recommended complete overhauling of teacher’s education system. Below are some specific recommendations of the commission:
    • It recommended increasing the investment in setting up of Teacher Education Institutes (TEIs).
    • A transparent procedure of Pre-Entry Testing of candidates to the Pre-service teacher education programmes must be constituted.
    • The duration of the programmes of Teacher Education needs to be enhanced, in keeping with the recommendations of the Education Commission (1966), the implementation of which is long overdue.
    • Current Teacher Education Programmes (TEPs) may be redesigned keeping in view the recommendations of the National Curriculum Framework for Teacher Education (NCFTE), 2009 etc.
  • Various initiatives have been taken to improve teacher’s skill like Diksha Portal, National Teacher Platform etc. on the recommendations of Verma commission report.
