Logistics Ease Across Different States (LEADS) Index

The index is prepared by the Ministry of Commerce and Industry in collaboration with Deloitte and is based on the perception of users and stakeholders at the state level.

  • It is a perception-based index of mobility of goods and efficiency of logistics chain and a composite indicator to assess international trade logistics across states and UTs.
  • It is based on 8 indicators viz. infrastructure, services, timelines, traceability, competitiveness, security, operating environment and efficiency of regulation.
  • Since 2019, LEADS has expanded its focus to look at both domestic and international trade. Now, it also addresses aspects pertaining to domestic trade and informs policy or action planning by states.
  • Logistics, or the management of the flow of resources such as cargo, documents, information and funds through a range of activities and services between points of origin and destination, is a key parameter in deciding the trade competitiveness of a state or country.
  • The point-based index clearly shows the areas that states need to work upon thus assisting in improving state logistics.
  • LEADS is loosely based on the World Bank’s biannual Logistics Performance Index (LPI), on which India was ranked 44th among 160 countries in 2018.
