Mungekar Committee Report (2005)

It was constituted in 2005 under the chairmanship of Dr. Bhalchandra Mungekar with the objective of examining the issues of administration and governance in tribal areas.

  • The issues ranged from - inter-alia reviving institutions of self-governance, effective delivery mechanism, creation of critical infrastructure, Tribal Sub-plan, implementation of the Scheduled Tribes and the Other Traditional Forest Dwellers (Recognition of Forest Rights) Act, 2006 and Governors Report.
  • The report also contains recommendations on the role of the Ministry of Tribal Affairs and State Tribal Welfare Departments, National Commission for Scheduled Tribes and SCs & STs (Prevention of Atrocities) Act, 1989, etc.
  • Some prominent recommendations have been of accepting of rights of tribals on forest lands and creating a Tribal Administrative Service cadre on the lines on IAS, IPS.
