National Disaster Management Plan, 2019

The recent National Disaster Management Plan (released in November 2019) is a revised version of National Disaster Management Plan, 2016. Following changes were introduced in the new plan -

Three cross cutting themes

  • Coherence and mutual reinforcement of three post-2015 global frameworks i.e. Sendai Framework for Disaster Risk Reduction (2015-2030), Sustainable Development Goals (SDGs) and Paris Climate Agreement.
  • Social inclusion and
  • Mainstreaming of Disaster Risk Reduction (DRR)

Sections added for following hazards –

  • Thunderstorm, Lightning, Squall, Dust Storm, and Strong Wind
  • Cloudburst and Hailstorms
  • Glacial Lake Outburst Flood (GLOF)
  • Heat wave
  • Biological and Public Health Emergencies (BPHE) and
  • Forest Fire Hazard.

Challenges of Disaster Risk Reduction (DRR) discussed –

  • Climate Change Risks
  • Livestock
  • Environment and Wildlife
  • Cultural heritage sites, their precincts and museums and
  • Global Catastrophic Risks
