National e-Governance Plan in Agriculture

This centrally sponsored Mission Mode Project (MMP) was introduced during the last quarter of the 11th Plan Period from 2010-11 in 07 selected States (Assam, Himachal Pradesh, Jharkhand, Kerala, Karnataka, Maharashtra & Madhya Pradesh) in Phase-I of this Project and from 2014-15, this plan has now been extended to cover all the remaining 22 States and 07 UTs.

  • NeGP-A is proposed to be implemented across the country and aims at offering Government to Citizen/Farmer (G2C or G2F), Government to Business (G2B) and Government to Government (G2G) agricultural services in an integrated manner through the Central Agriculture Portal (CAP) and State Agriculture Portals (SAPs).
  • The Programme aims to achieve rapid development of agriculture in India through ICT enabled multiple delivery channels such as Internet, Government Offices, Touch Screen Kiosks, Krishi Vigyan Kendras, Kisan Call Centres, Agri-Clinics, Common Service Centers, Mobile Phones (Broadcast, IVRS, interactive messaging using unstructured Supplementary Service Data and Voice Recognition for ensuring timely access to agriculture related information for the farmers of the country.A number of applications in agriculture and allied sector have been developed under the project for providing integrated ICT based services to farmers.

The other important objectives of NeGP (A) enlists –

  • Bringing farmer centricity & service orientation to the programmes by providing location specific and up-to-date crop management related information
  • Enhancing reach & impact of extension services through private sector participation
  • Improving access of farmers to information & services throughout crop-cycle
  • By providing multiple delivery channels to access information
  • By reducing time between generation and dissemination of information
  • By providing information to the farmer through a uniform platform
  • Building upon, enhancing & integrating the existing ICT initiatives of Centre and States
  • Increase effectiveness regarding certification and licenses related to manufacturing and marketing through use of ICT
  • Provide easier and approachable channels for grievance registration and tracking
  • More effective management of schemes of Department of Agriculture Cooperation through process design
  • Effective monitoring of schemes (timeliness of implementation etc.)
  • Reducing time required for data consolidation and reporting of schemes at all levels
  • Promoting a common framework across states
