National Rehabilitation and Resettlement Policy, 2007

The policy looks at the aspects of involuntary displacement due to rehabilitation and what all as a compensation could be provided. Key features include –

    • Social Impact Assessment (SIA) introduced for displacement of 400/200 or more families in plain/tribal, hilly, Scheduled areas, etc.
    • Consultations with Gram Sabhas or public hearing made compulsory.
    • Principle of rehabilitation before displacement mooted.
    • If possible, land for land as compensation.
    • Skill development support and preference in project jobs (one person per nuclear family).
    • Periphery development by project authorities etc.
  • It also established Ombudsman and National Rehabilitation Commission for grievance redressal and external oversight respectively.
