SAMADHAN

The Government of India has adopted a holistic approach towards simultaneous implementation of a security agenda, developmental activities and promotion of good governance.

  • The ‘Special Central Assistance’ (SCA) for 35 most LWE affected districts for creating public infrastructures and services in affected areas; ‘Road Requirement Plan–I & II’ for improving road connectivity in 34 LWE affected districts; skill development in 34 Districts of LWE under the ‘Pradhan Mantri Kaushal Vikas Yojna’ (PMKVY); ‘Fortified Police Stations’ by construction and strengthening of 400 police stations in 10 LWE affected states; and installation of mobile towers in the affected states for better communication network.

SAMADHAN

On May 08, 2017, the Union Home Minister announced a new strategy called Samadhan, which is a compilation of short term and long term policies formulated at different levels. Short term, medium term and long term policies need to be formulated at different levels and has been encompassed in the word ‘SAMADHAN’ which means -

  • S- Smart Leadership: A leader brimming with confidence should have a solid vision that envisages the challenges of the future and instills self-belief and enthusiasm in its team members to face adversity even in LWE districts. Unified coordination, intelligence sharing and strategic command is needed in tackling Naxalism.
  • A- Aggressive Strategy: Shift from defensive deployment of troops which may result in reduction of operational offensive to an aggressive strategy. Aggression in thinking, Aggression in strategy, Aggression in deployment of forces, Aggression in operations, Aggression in development and Aggression in road construction.
  • M- Motivation and Training: Better coordination within government agencies to tap the potential of its superior resources, training and technology against naxalites. Train security forces to adhere to Standard Operating Procedures (SOPs) to ensure their own safety.
  • A- Actionable Intelligence: Establish a good network with local people and follow up on the information provided by surrendered LWE cadres to develop actionable intelligence. Establish specific procedures between State Police and Central Forces for the exchange and use of intelligence.
  • D- Dashboard Based KPIs (Key Performance Indicators) & KRAs (Key Result Areas): KPIs and KRAs should be determined both for the State Police and CAPFs to assess the preparedness, performance, regular progress of the unit and individual abilities of each police officer.
  • H- Harnessing Technology: Use technology like space, IT and communication as a Force Multiplier. Procure and augment the use of UAVs, high resolution PTZ cameras, Handheld Thermal imaging etc. in LWE districts.
  • A- Action Plan for Each Theatre: In different states, there is a need to fight on multiple fronts to tackle Left wing extremism. The need is to create a specific action plan for each of such fronts to achieve success on a systematic basis. Simultaneously, create a separate short-term, medium-term, long-term strategy whose goals and deadlines are clearly defined.
  • N- No Access to Financing: Choke the financial resources of Left Wing Extremists while simultaneously augmenting the economic resources of our troops through schemes like SRE (Security Related Expenditure) Scheme, Special Infrastructure Scheme and Fortified Police station scheme.
