State Rooftop Solar Attractiveness Index–SARAL

State Rooftop Solar Attractiveness Index – SARAL is an initiative of the Ministry of New and Renewable Energy (MNRE) and its partners to introduce a measuring scale or an index to evaluate and rank all states according to their performance, growth, level of maturity, policy framework, and implementation environment in the rooftop solar sector. The states were evaluated on the basis of on their attractiveness for rooftop development. Based on the states’ scores, grades are assigned on the following scales: A++, A+, A, B++.

  • SARAL currently captures five key aspects: Robustness of policy framework, Implementation environment, Investment climate, Consumer experience, Business ecosystem
  • The recent SARAL index is released in August, 2019 in which Karnataka has emerged as the best state for setting up a roof top solar project. Telangana, Gujarat and Andhra Pradesh were among the top four states with a rating of A++.
  • The index serves as an important tool to benchmark development and deployment of solar rooftop in states, and identify investment opportunities.
  • To achieve our rooftop solar targets, it is important to develop an ecosystem that ensures information symmetry, access to financing and clear market signals.
