V.T. Krishnamachari, Committee, 1961

V.T. Krishnammachari committee was setup in 1961 by erstwhile planning commission to look into the issues that have aroused due to introduction of democratic institutions at the district and block level.

  • The committee came up with its report in 1962. As per the report, following issues aroused due to PRIs
    • Preparation and implementation of village agricultural production plans and plans for basic minimum amenities for the village based on full utilisation of manpower and other resources and also on the obligationsof beneficiaries in respect of irrigation and soil conservation, etc.
    • Preparation and implementation of block development plans;
    • Preparation and implementation of district development plans;
    • Assisting in the implementation of land reform programmes, assisting the economically weaker sections of the village community, developing cooperatives and rural industries, and developing facilities for education, adult literacy, rural-sanitation, etc.
  • The issues were taken into consideration and a study group headed by Takhatmal Jain was formed. The recommendations of the committee mainly centered on strengthening local bodies and promoting participative planning.
