Mudaliar Committee

The Government of India appointed a ‘Health Survey and Planning committee’ in 1959 under the chairmanship of Dr. A. L. Mudaliar, to assess the state of the healthcare in India and to measure the progress achieved after implementing the suggestions of the Bhore committee in 1946. The committee submitted its report in 1962.

Important Recommendations: The gains and achievements of the first two five year plans should be consolidated.

  • District Hospitals should be strengthened with specialised services so that they can act as good referral centers.
  • Strengthen and improve the quality of service provided by existing Primary health centres. Each PHC should serve not more than 40,000 population
  • All India Health Service should be constituted on the lines of Indian Administrative Services.
  • Medical & health services should be integrated, as recommended by Bhore Committee
  • Regional organizations should be setup in between State level and District level, in each state to supervise 2-3 District Medical/Health Officers
