Provisions towards Internal & External Security

The State List (List II, Seventh Schedule) contains “Public Order” and “Police”.

  • If the security of India or of any part of the territory thereof is threatened, whether by war or external aggression (external emergency) or armed rebellion (internal emergency), the President can declare a national emergency (Article 352) It shall be the duty of the Union to protect every State against external aggression and internal disturbance and to ensure that the government of every State is carried on in accordance with the provisions of this Constitution (Article 355)
  • It shall be the duty of every citizen of India to promote harmony and the spirit of common brotherhood amongst all the people of India transcending religious, linguistic and regional or sectional diversities (Article 51 A (e))
  • It shall be the duty of every citizen of India to safeguard public property and to abjure violence (Article 51 A (i))
