It said that a decision to grant aid is matter of policy and is determined by financial constraints and deficiencies.
With respect to aided institutions, there cannot be any difference between a minority and non-minority institution.
Grant of aid brings binding conditions and the institution receiving aid is bound to comply with them.
An institution can decline the grant if it does not want to accept the conditions. However, it cannot say that the grant must be on its own terms.
