Y. K. Alagh Committee (1979)

This committee was constituted by the Planning Commission in 1977 and submitted its report in 1979. Official poverty count began in India for the first time based on the approach of this committee.

  • Poverty Line: It defined Poverty line on the basis of per capita consumption expenditure level to meet average per capita daily calorie requirement of kcal percapitaperdayinruralareas and 2100kcalpercapitaperdayinurban areas.
  • Based on 1973-74 prices, it set the rural and urban poverty lines at Rs. 49.09 and Rs. 56.64 per capita per month.
  • The Lakdawala committee, constituted in 1989, retained the poverty line recommended by the Alagh committee, and further extended these poverty lines to the States.
