Scheme of Multi-Sectoral Development Programme (MSDP)

The Multi-sectoral Development Programme (MSDP) was conceived as an area development programme as a follow up action on the Sachar Committee recomendations. It is a Centrally Sponsored scheme (CSS) launched in the year 2008-09 in the Mimority Concentrations Districts (MCDs). It is an area development initiative to address the development deficits in minority concentration areas by creating socio-economic infrastructure and providing basis amenities.

Identification of Minority Concentration Districts (MCDs) during 11th Plan: Religion-specific socio-economic indicators at the district level: Literacy rate, Female Literacy Rate, Work Participation Rate, Female wok participation rate.

Basic amenities indicators at the district level: Percentage of households with pucca walls, percentage of household with safe drinking water, percentage of household with electricity, percentage of household with water latrines.

Restructuring of MsDP in the 12th Five Year Plan: The Government has approved the restructuring of Multi-sectoral Development Programme for its implementation in the 12th Five Year Plan. The programme has been restructured to make it more effective and more focused on the targeted minorities. in the restructured MsDP the unit area of planning has been changed to blocks/towns instead of district for sharper focus on the minority concentration areas. The programme has now identified 710 Blocks and 66 towns for implementation during 12th Plan. Further, clusters of contiguous minority concentration villages would also be identified, for impementation of MsDp during 12th Plan.

Jiyo Parsi: The popualation of Parsis in Inia has declined from 1,14,000 in 1941 to 69,001 as per Census 2011. Some of the important causes for the decline in population are late and no-marriages, fertility decline, emigration, out-marriages and separation and divorces.

A new important scheme for containing the population decline of Parsis in India with brand name “Jiyo Parsi” was launched by the Ministry of Minority Affairs on
September 23, 2013. The objective of the scheme is to reverse the declining trend of Parsi population by adopting a scientific protocol and structured interventions, stabilize their population and increase the population of Parsis in India.

Skill Development Initiative for Minorities

The Government launched as ambitious programme on 23rd September, 2013 with the brand name “seekho aur Kamao (Learn & Earn)”, the Skill Development of Minorities. Under the scheme, Modular employable Skills (MES) approved by National Council of Vocational Training (NCVT will be taken up. The schme will guarantee minimum 75% employmnt of trained minority youth and out of them 50 per cent will be in organised sector.

Pre-Matric Scholarship Scheme

The Pre-matric scholarship scheme for students belonging to the Minority Communities was launched in 2008 as a Centrally Sponsored Scheme (CSS) on a 75:25 fund sharing ratio between the Centre and State Union Territories are provided 100% assistance under the scheme.

Post-Matric Scholarship Scheme

The scheme of Post-matric scholarship for students belonging to the minority communities was launched in November, 2007 as a Centrally Sponsored Scheme (CSS) with 100% central funding and is implemented through the State Government/Union Territory Administration.

Merit-cum-Means based Scholarship Scheme

The scheme is a centrally sponsored scheme launched in 2007. It is being implemented through State Governments/Union Territory Administration. Scholarships are available for pusuing professional and technical courses, at under-graduate and post-graduate levels.

Nai Udaan

The objective of the scheme is to provide financial support to the minority candidates clearing prelims conducted by UPSC, SSC and State PCS to adequately equip them to compete for appointment to civil services in the Union and State Governments and to increase the representation of the minority in the civil services.

Maulana Azad National Fellowship

The Maulana Azad National Fellowship (MANF) for Minority Students was approved on August 1, 2009 The scheme was launched on April 11, 2009 as a Center Sector Scheme (CSS). Scheme is implemented through University Grants Commission (UGC). 100% Central Assistance is provided under the scheme.

Padho Pardesh

The objective of the scheme is to award interest subsidy to meritorious students belonging to economically weaker sections of notified minority communities so as to provide them better opportunities for higher education abroad and enhance their employability.

Nai Roshni

The Ministry of Minority Affairs has started implementaion of a new scheme “Nai Roshni” for Leadership Development of Minority Women from 2012-13 with the objective to empower and instil confidence among minority women including their neighbours from other communities living in the same village/locality, by providing knowledge, tools and techniques for interacting with Government systems, Banks and other institutions at all levels.

Naya Savera

The “Free Coaching and Allied Scheme for the candidates belonging to minority communities” was launched by the Ministry of Minority Affairs in 2007. It was modified in 2008 for a wider coverage and further new component was added.

Constitutional Safeguards for Linguistic Minorities

  • Under the Constitution, certain safeguards have been granted to the religious and linguistic minorities. Article 29 and 30 of the Constitution seek to protect the interests of minorities and recognise their right to conserve their distinct language, script or culture and to establish and administer educational institutions of their choice.
  • Article 347 makes provision for presidential direction for official recognition of any language spoken by a substantial proportion of the population of a State or any part thereof for such purpose as the President may specify.
  • Article 350 gives the right to submit representation of redress of grievances to any authority of the Union or a State in any of the languages used in the Union/States. Article 350A provides for instruction in the mother tongue at the Primary stage of education to children belonging to linguistic minority groups.
  • Article 350-B provides for a Special Officer designated as Commissioner for Linguistic Minorities to investigate all matters relating to the safeguards provided for linguistic minorities under the Constitution.
