National Commission for Religious and Linguistic Minorities

The Commission headed by Justice Ranganath Misra was setup in 2004 to look into various issues related to linguistic and religious minorities in India. It submitted its report in 2007.

Term of Reference of the Commission

  • To suggest criteria for identification of socially and economically backward sections among religious and linguistic minorities;
  • To recommend measures for welfare of socially and economically backward sections among religious and linguistic minorities, including reservation in education and government employment;
  • To suggest the necessary constitutional, legal and administrative modalities required for the implementation of its recommendations;
  • Look into reservation and aspect like breaching 50% ceiling set by the Supreme Court of India

Important Recommendations

  • 10% reservation for Muslims and 5% for other minorities in government jobs and seats in educational institutions.
  • Reserving 8.4% out of 27% (existing quota of OBCs) for minorities.
  • Schedule Caste reservations for Dalit Converts.
  • Due to huge hue and cry, the recommendations of the report were ignored.
