P.K. Thungon Committee, 1989

This committee was setup in 1988 to give recommendations with regards to awarding Constitutional status to PRIs.

  • The committee recommended regular elections and constitutional status to the PRIs and also making Zila Parishad the agency of planning and development.
  • On the basis of the recommendation of these committees a proper environment was created in the favour of giving new thrust to the concept of democratic decentralization.
  • All political parties by and large arrived to the conclusion that it was a high time to give constitutional status to Panchayati Raj Institutions.
  • Finally, National Front government in 1992 passed 73rd and 74th constitutional amendment acts. Thus, ensured Constitutional status to local bodies.
