It was enacted in 2008 in the backdrop of recommendations of National Advisory Council (NAC). The recommendations mainly connoted to a lowest unit of Judiciary at village level to dispose-off the huge backlog of cases in Indian Subordinate Courts.

Effective functioning of Gram Nyayalayas requires political, executive and judicial will, which is hitherto seems to be lagging. The scheme has direct bearing on the quality of Justice of Subordinate courts and also reducing pendency of cases and access to justice at doorstep.
