Indian Ocean Region: Defence Minister’s Conclave

On 4th February, 2021, India hosted the Indian Ocean Region (IOR) Defence Ministers’ Conclave under the theme- Enhanced Peace, Security and Cooperation in the Indian Ocean.

  • India hosted Indian Ocean Region (IOR) Defence Ministers’ Conclave on the side-lines of Aero India 2021.
  • 26 out of 28 countries from the IOR region attended the conclave either physically or in virtual mode.
  • Indian Defence Minister pointed out that India's approach and vision to tackle the global challenge in IOR is highlighted by Prime Minister Narendra Modi's dynamic five 'S' vision - Samman (respect), Samvad (dialogue), Sahyog (cooperation), Shanti (peace), and Samriddhi (prosperity).

Significance

  • The conclave is an initiative to promote dialogue in an institutional, economic and cooperative environment that can foster the development of peace, stability and prosperity in the Indian Ocean region.

India’s Role in IOR

  • India is geographically central to the Indian Ocean and has a vast coastline of 7,500 kms. India has an active role to play for peaceful and prosperous co-existence of all countries.
  • In consonance with the Prime Minister vision of SAGAR, Neighbourhood First and Act East Policies, India has adopted a cooperative approach through capacity building assistance in partner countries. This was reflected in India’s supply of Indian made ships, maritime aircraft and setting-up of Coastal Surveillance Radar Systems in member countries.
  • India is developing a comprehensive Maritime Domain Awareness picture in the IOR, which has resulted in signing of Technical Agreements for sharing of ‘White Shipping Information’.
  • In IOR region India is providing Humanitarian Assistance and Disaster Relief (HADR), Non-combatant Evacuation (NEO), and Search and Rescue (SAR) services to member countries.

Indian Ocean Rim Association (IORA)

  • It is an inter-governmental organisation formed in 1997 to foster regional economic cooperation.
  • The Association comprises 23 Member States and 9 Dialogue Partners, the Indian Ocean Tourism Organisation and the Indian Ocean Research Group have observer status.
  • Dialogue Partners: China, Egypt, Germany, Italy, Japan.
  • IORA became an observer to the UN General Assembly and the African Union in 2015.
  • The IORA Secretariat is based in Mauritius. It is headed by a fixed term Secretary-General.
