Joint Working Group on Fisheries

The Fourth Meeting of the India-Sri Lanka Joint Working Group (JWG) on Fisheries was held through virtual mode.

  • The fishermen issue continues to be a major irritant in the India-Sri Lanka ties. This issue has socio-economic dimension, livelihood and humanitarian dimension and warrants a long-term solution to the problem.

  • Expediting the transition towards ending the practice of bottom trawling at the earliest.
  • Framing procedures for returning fishermen arrested by both sides.
  • Possibility of joint patrolling.

Highlights of the Meeting

  • The Indian side reiterated the need for releasing all fishing boats in Sri Lankan custody in line with the commitment given by Sri Lankan President whereas Sri Lanka underscored the need to curb the illegal fishing, which adversely affects the livelihood of its war-affected fishermen.

Possibilities and Prospects

  • There is need of greater cooperation between Navy and Coast Guard of both countries in patrolling, operational matters, cooperation in preservation of marine environment etc.
  • The government must aim for a comprehensive solution that would severely curtail unauthorized fishing, diversifying the livelihood opportunities for Indian fishermen and help in an orderly sharing of and sustainable use of resources by fishermen from both sides.
