State Energy and Climate Index

Recently, NITI Aayog launched the State Energy and Climate Index (SECI). It is the first index that aims to track the efforts made by States and UTs in the climate and energy sector.

Objectives

  • The objectives of the index are: Ranking the States based on their efforts towards improving energy access, energy consumption, energy efficiency, and safeguarding the environment;
  • Helping drive the agenda of the affordable, accessible, efficient and clean energy transition at the State level; and
  • Encouraging healthy competition among the states on different dimensions of energy and climate.

Key Points: The State Energy & Climate Index consists of 6 Parameters and 27 Key Performance Indicators (KPIs) which capture the energy and climate landscape of the sub-national governments in the country.

  • The 6 Parameters are:
    1. DISCOMs' performance
    2. Access, affordability and reliability of energy
    3. Clean energy initiatives
    4. Energy efficiency
    5. Environmental sustainability
    6. New initiatives
  • These parameters have been devised keeping in mind India’s goals for climate change and clean energy transition.
  • Categorisation: Based on the outcome of SECI scores, states and Union Territories have been categorised into three groups -- front runners, achievers, and aspirants.
  • The states have been categorised based on size and geographical differences as larger and smaller states and UTs. The index is based on 2019–20 data.
  • Top & Bottom Performers: The top and bottom performers are given in the image below.
