National Rehabilitation and Resettlement Policy, 2007

The policy looks at the aspects of involuntary displacement due to rehabilitation and compensation that could be provided. Key features include:

  • Social Impact Assessment (SIA) introduced for displacement of families in plain/tribal, hilly, Scheduled areas, etc. Consultations with Gram Sabhas or public hearing made compulsory.
  • Ensuring principle of rehabilitation before displacement.
  • If possible, land for land as compensation.
  • Skill development support and preference in project jobs (one person per nuclear family).
  • Periphery development by project authorities etc.

It also established Ombudsman and National Rehabilitation Commission for grievance redressal and external oversight respectively.
