Climate-Induced Displacement and the Need for Policy Frameworks

Climate change has emerged as a driver of human displacement, with rising sea levels, floods, droughts, cyclones, and glacial melt forcing millions to migrate. Unlike conflict-driven refugees, climate migrants lack legal recognition, both domestically and internationally. India, with its long coastline, Himalayan glaciers, and drought-prone interiors, is highly vulnerable.

According to the United Nations High Commissioner for Refugees (UNHCR), in 2022, disasters triggered a record 32.6 million internal displacements, of which 98 per cent were caused by weather-related hazards such as floods, storms, wildfires and droughts, according to the International Displacement Monitoring Centre (IDMC).
