5th Common Review Mission (CRM)

The main objective of CRM is to review rural development schemes. 5th CRM found that the rural development schemes have significantly altered rural landscape: villages are connected by metalled roads; internal roads are well-developed with proper drainage facilities; numbers of pucca houses have increased substantially due to PMAY; creation of significant social capital; etc.

  • It recommended the following measures to ensure more effective implementation of schemes –
    • The Departments of Rural Development and Panchayati Raj at level of both the union and state government should be merged.
    • There is need to review the organization design at the Block and the Gram Panchayat level and reassess the requirement of staff and skills.
    • Popularize green technologies in rural development programs.
    • Simplify social audit to enhance transparency and accountability
    • Prescribe GPDP Centric framework for convergence among schemes of rural department and other departments
    • Quality index may be prepared for schemes and regularly monitored along with quantitative achievements.
    • Issues related to landless need to be addressed.
