Urban Challenge Fund: Transforming India's Urban Infrastructure
On 13th February 2026, the Union Cabinet approved the launch of a Rs. 1 lakh crore Urban Challenge Fund (UCF) to drive market-led urban infrastructure development and strengthen city governance across India.
What is UCF?
- UCF is a market-linked, reform-driven urban financing mechanism.
- It aims to upgrade city infrastructure by leveraging:
- Central support
- State contributions
- Market borrowing
- Private participation
- It represents a shift from grant-based urban funding to an outcome-oriented investment model.
Need
- Cities generate 60-70% of GDP yet face infrastructure gaps, climate risks, and governance challenges; UCF promotes sustainable, inclusive, and competitive urbanisation.

- All cities with population above 10 lakh.
