Urban Challenge Fund: Transforming India's Urban Infrastructure

On 13th February 2026, the Union Cabinet approved the launch of a Rs. 1 lakh crore Urban Challenge Fund (UCF) to drive market-led urban infrastructure development and strengthen city governance across India.

What is UCF?

  • UCF is a market-linked, reform-driven urban financing mechanism.
  • It aims to upgrade city infrastructure by leveraging:
    • Central support
    • State contributions
    • Market borrowing
    • Private participation
  • It represents a shift from grant-based urban funding to an outcome-oriented investment model.

Need

  • Cities generate 60-70% of GDP yet face infrastructure gaps, climate risks, and governance challenges; UCF promotes sustainable, inclusive, and competitive urbanisation.
