Logistics Ease Across Different States Index

Logistics Ease Across Different States (LEADS) Index is released by the Ministry of Commerce and Industry in collaboration with Deloitte and is based on the perception of users and stakeholders at the state level.

  • It is a perception-based index of mobility of goods and efficiency of logistics chain and a composite indicator to assess international trade logistics across states and UTs.
  • It is based on 8 indicators viz. infrastructure, services, timelines, traceability, competitiveness, security, operating environment and efficiency of regulation.
  • Logistics, or the management of the flow of resources such as cargo, documents, information and funds through a range of activities and services between points of origin and destination, is a key parameter in deciding the trade competitiveness of a state or country.
  • LEADS is loosely based on the World Bank’s biannual Logistics Performance Index (LPI), on which India was ranked 44th among 160 countries in 2018.

Two improvements have been done in the overall assessment framework of LEADS 2021:

  1. Objective parameters have been used along with the perception-based indicators for index formulation.
  2. The statistical methodologies to build the index have been updated to get more robust results given change in the overall framework.
