State Energy Efficiency Index (SSEI) 2020 was released by the Ministry of Power on 27th October, 2021

About the Index

  • The Index has been jointly developed by the Bureau of Energy Efficiency (BEE) and Alliance for an Energy Efficient Economy (AEEE).
  • It assesses the performance of the 36 states and UTs in energy efficiency using 68 qualitative, quantitative, and outcome-based indicators, across six sectors, namely, Buildings, Industry, Municipalities, Transport, Agriculture & DISCOMs and Cross Sector. The maximum score for the State Energy Efficiency Index 2020 is 10.

Key Findings

  • Karnataka has topped the Index, followed by Rajasthan. The other top performers are Haryana, Punjab, Maharashtra, Kerala, Tamil Nadu, and Andhra Pradesh.
  • The states have shown significant improvement in the indicators related to policy and regulations and outcome-based indicators such as adoption of EE and energy savings.
  • 9 states have notified state EV policies while 6 states have released draft EV policies. 29 states & UTs have State Nodal Agencies for e-mobility. 8 states have adopted e-mobility in various modes of public transport, such as public buses, taxi services, autos, and e-rickshaws.
  • 26 states & UTs have Time of Day (ToD) tariffs for industrial/commercial consumers while only 6 states have ToD tariffs for residential consumers. 12 states have DISCOM driven agricultural or nonagricultural Demand Management programmes, out of which 7 states have energy savings targets for these programmes.
  • State Energy Conservation Fund has been established in 32 states and UTs. Only Uttarakhand implemented Energy Efficiency projects using the revolving investment fund out of the SECF. Inspecting officers to ensure compliance of Energy Efficiency schemes have been appointed in 21 states & UTs.
