Human Capital Index

The index was launched by World Bank as part of its World Development Report.

  • The index measures how well countries are developing and deploying their human capital for economic growth, while also conveying the productivity of next generation of workers.
  • The index claims to measure the amount of human capital that a child born today can expect to attain by age 18.
  • The index is measured based on three parameters:
    • Survival, measured by under-5 mortality rate.
    • Expected years of Quality- Adjusted School
    • Health environment, using adult survival rates and the rate of stunting for children under age (below 18)
  • The index ranks India at 115th among 157 countries. The report highlights the fact that poor investment in human capital has put a threat on productivity of India’s workforce. The report also points out that effective schooling in India is 5.8 years, putting to question the impact of Right to Education (RTE) which promises 8 years of schooling.
