- Code of Ethics: In addition to the existing Code of Conduct for civil servants, there should
be a Code of Ethics to provide guidance on how public officials should uphold the highest standards of constitutional and ethical conduct in the performance of their duties. - Anti-Corruption Bureau at all three level, viz. national, state and local level which should conduct systematic surveys of departments with reference to highly corruption prone ones in order to gather intelligence and to target officers of questionable integrity.
