Definition & Example

  • Aptitude is an individual's innate or acquired potential to learn or perform a specific type of work. It is a "natural tendency" that converts into a skill with training.
  • Skill is the proficiency in performing a specific task developed through practice and training. Example: An officer has the intellectual potential (Aptitude) to understand complex policies, but the proficiency to draft a budget (Skill) comes from training.

    This is a key distinction because a civil servant must possess both the right aptitude (Integrity, Empathy) and learned skills (administrative rules, technical knowledge).
