LEADS 2025 Report
On 13th May 2026, the Ministry of Commerce & Industry released the 7th edition of LEADS report.
What is LEADS?
- LEADS (Logistics Ease Across Different States) is the flagship annual assessment and benchmarking tool for India’s logistics sector.
- Published by: Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce & Industry.
- LEADS 2025 features a more rigorous methodology, moving from a 3-tier to a new 4-tier performance framework to better reflect the maturity of different logistics ecosystems.
The New Four-Tier Categorization
