Lithuania Exits the Convention on Cluster Munitions

On 6th March 2025, Lithuania officially exited the 2008 Convention on Cluster Munitions, citing national security concerns over Russia’s aggression.

  • It is the first country to leave the convention and a European Union (EU) member to exit a multilateral arms control agreement.

Why did Lithuania leave?

  • Security Concerns: Lithuania fears it could be Russia’s next target if Moscow succeeds in Ukraine.
  • Enhancing Defence Capabilities: The country believes cluster bombs can improve deterrence and counter large-area threats.
  • Military Strategy: Lithuania argues that owning and knowing how to use cluster munitions is key to effective defence.
