Deen Dayal Antyodaya Yojana – National Rural Livelihood Mission

It was launched in 2011 by Ministry of Rural Development as a restructured form of Swarna Jayanti Gram Swarojgar Yojana. It aims at reducing poverty by enabling poor to access gainful self-employment and skilled wage unemployment opportunities.

  • It is based on following parameters – Building community support, Access to financial services & skill upgradation. Following schemes have been undertaken to ensure same –

1. Aajeevika Grameen Express Yojana (AGEY)

  • It was included as a submission in 2017. It aims at providing self-employment under NRLM by facilitating poor to operate public transport services in backward areas.

2. Startup Village Entrepreneurship Programme (SVEP)

  • It aims at promoting startup/entrepreneurial environment. It targets all components of start-up environment i.e. building knowledge hub, providing adequate finances etc.

3. Deen Dayal Upadhayaya Grameen Kaushalya Yojana (DDUGKY)

  • Launched as an independent mission in 2011 to impart job related skills in rural youth, it was submerged in NRLM in 2014.
  • As per 2019 performance review committee, 8.15 lakh rural youth have been trained, 2.24 lakh crore bank loan mobilized and more than 50000 enterprises have been opened.
  • The only component with issues here is establishing entrepreneurial environment, as it has underperformed as per expectations. The government must focus on creating more enterprises as it helps in countering two issues – unemployment and poor rural economy.
