Answer: The governor is the constitutional head of state, bound by the recommendations of his cabinet. He serves as an important link between the Union and State governments. Articles 153 to 162 of the Indian Constitution describe the Governor's appointment, powers, and everything else pertaining to the position of Governor.
The Governor exercises discretionary powers without the Council of Ministers' help or guidance. If there is any uncertainty regarding whether a matter is within the Governor's discretion, his decision is final. The Governor's post has been controversial due to the holder's broad discretionary powers.
