Guillotine in Parliament
On 23rd March, 2023, the Speaker of the Lok Sabha applied the guillotine — a procedure that puts to vote — on the entire set of Demands for Grants of various ministries and departments in Budget 2023-24 without any discussion.
About Guillotine
- A guillotine is an apparatus designed for efficiently carrying out executions by beheading.
- It was a method of execution in France until the country stopped capital punishment in 1981.
- Guillotine Provision in Parliament
- In legislative parlance, to “guillotine” means to put together and fast-track the passage of financial business.
- After the Budget is presented, Parliament goes into recess for about 3 weeks.
