Global Ethical Framework for Neurotechnology

The United Nations Educational, Scientific and Cultural Organization (UNESCO) formally approved the world’s first global framework on the ethics of neurotechnology, setting new standards to ensure that advances in brain science respect human rights and dignity.

  • The Recommendations, which entered into force on 12 November 2025, establishes safeguards to ensure neurotechnological innovation benefits those in need without compromising mental privacy.

Defining Neurotechnology

  • Neurotechnology consists of devices and procedures used to access, monitor, investigate, assess, manipulate, and/or emulate the structure and function of the neural systems of animals or human beings.
