Mines and Minerals (Development and Regulation) Amendment Bill, 2026
On 13th August 2026, the Parliament passed the Mines and Minerals (Development and Regulation) Amendment Bill, 2026.
- The Bill seeks to address taxation-related uncertainties while raising important questions regarding mineral security, fiscal federalism and Centre–State relations, particularly in the context of the Supreme Court’s 2024 judgment.
Key Features
- Union Control over Mineral-Bearing Lands: Amends Section 2 of the MMDR Act, 1957, to explicitly bring mineral-bearing lands within the regulatory domain of the Union Government.
- Capping State Levies: Introduces Section 9D, restricting States from imposing taxes, cesses or other levies on mineral rights or mineral-bearing lands, except as permitted under conditions prescribed by ....
