River Ganga (Rejuvenation, Protection and Management) Authorities (Second Amendment) Order, 2026

The Ministry of Jal Shakti, through a notification issued on 7 August, 2026 and published in the Gazette on 10 August, 2026, amended the River Ganga (Rejuvenation, Protection and Management) Authorities Order, 2016.

  • The amendment seeks to replace the earlier blanket construction restriction along the Ganga floodplains with a more differentiated, approval-based regulatory framework.

Core Changes Made

1. Stratified Floodplain Zoning

  • Based on Central Water Commission (CWC) flood-frequency guidelines, floodplains are classified into three zones:
    1. Active Floodplain: Submerged at least once in five years. Construction remains largely prohibited, with limited exceptions such as temporary structures for religious events.
