Domestic Solar Cell Mandate: Boost for Self-Reliance

From 1st June 2026, the Ministry of New and Renewable Energy (MNRE) mandated the use of domestically manufactured solar cells for all new open-access, net-metering, and government-subsidised solar projects under the Approved List of Models and Manufacturers (ALMM) List-II.

Challenges and Industry Concerns

Supply Constraints

  • Domestic cell production is far lower than module manufacturing capacity (cell capacity: ~ 31GW vs. module manufacturing capacity: ~193GW).
  • The mismatch could create shortages and disrupt project implementation.

Challenges for Non-Integrated Manufacturers

  • Many manufacturers assemble modules but do not produce solar cells.
