Introduction / Concept

Panchayati Raj is a three-tier (Village, Intermediate, District) system of rural local self-government, granted constitutional status through the 73rd Constitutional Amendment Act (1992). Decentralization is the process of transferring power, resources, and decision-making from the Center/State to the local level.

Key Features

  • Constitutional Mandate: Part IX (Articles 243 to 243O) and the 11th Schedule (29 subjects).
  • Regular Elections: Conducted by the State Election Commission.
  • Reservation: For SC/ST in proportion to their population and 33% for women (now 50% in many states).
  • Finance Commission: Constitution of State Finance Commissions.
