Cluster Development
Cluster development in India follows a "Shared Infrastructure" model to unlock economies of scale for fragmented industries. The strategy focuses on co-locating interconnected units (agglomeration) to provide common facilities (Testing Labs, Effluent Treatment, Logistics), thereby reducing production costs and integrating "islands of excellence" into global value chains.

- Traditional Artisans: Weavers, bamboo craftsmen, and beekeepers organized under SFURTI.
- Textile Majors: Integrated units (spinning to garmenting) utilizing PM MITRA parks.
- General Engineering MSMEs: Small units sharing high-cost machinery via Common Facility Centres (CFCs).
- Agro-Entrepreneurs: Beneficiaries of food processing clusters linking farm-gate to retail.
