PESA Mahotsav & PESA Act 1996
- In December 2025, the Ministry of Panchayati Raj celebrated a two-day PESA Mahotsav: Utsav Lok Sanskriti Ka on in Visakhapatnam, Andhra Pradesh.
Legislative Framework and Objectives
- The Panchayats (Extension to Scheduled Areas) Act, 1996 extends the provisions of Part IX to the Fifth Schedule areas.
- It aims to recognize traditional tribal practices and ensure self-governance through the Gram Sabha mechanism.
- Gram Sabhas are empowered to approve development plans and identify beneficiaries for various welfare schemes.
Empowerment and Resource Management
- The Act grants Gram Sabhas mandatory consultative powers over land acquisition and mineral prospecting licenses.
