- To identify and address strengths and weaknesses of the Indian Science, Technology, and Innovation (STI) ecosystem.
- To catalyse socio-economic development of the country.
- Make the Indian STI ecosystem globally competitive.

- National STI Observatory will be established as a central repository for all kinds of data from the STI ecosystem.
- Indian Science and Technology Archive of Research (INDSTA) to provide access to the outputs of all publicly-funded research.
