USTR Special 301 Report Flags India’s IP Challenges
- On 29th April 2025, the United States Trade Representative (USTR) released its Special 301 Report, placing India, China, and six other countries on the ‘priority watch list’ for inadequate intellectual property (IP) protection.
- The report noted India’s inconsistent progress in IP enforcement, despite steps to improve its IP regime.
- India’s R&D spending has declined over time, currently below the 0.83% of GDP recorded in 2008—the highest in two decades.
- In comparison, China spends 2.43% of GDP on R&D, South Korea 4.93%, the U.S. 3.46%, the EU 2.21%, and Thailand 1.21%.
- India ranks 43rd out of 55 economies in the 13th edition of the U.S. ....
