Kerala: First State in India to Draft Urban Policy
Kerala drafted its first comprehensive urban policy with a 25-year development vision, following the Kerala Urban Conclave 2025 held between 12-13 September 2025, in Kochi.
Background
- On March 30, 2025, the Kerala Urban Policy Commission submitted the state’s first-ever comprehensive urban policy, focusing on urban planning, climate resilience, and financing, to prepare Kerala for rapid urbanisation and the growing threat of climate change.
- The Kerala Urban Policy Commission (KUPC) was set up in December 2023 to develop this policy given Kerala’s increasing urbanisation and climate vulnerability.
