Issues in MGNREGS Digital Attendance System
On July 8, 2025, the Union Ministry of Rural Development (MoRD) issued a notification highlighting widespread manipulation of digital attendance records under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) through the National Mobile Monitoring System (NMMS) app.
- National Mobile Monitoring System was introduced in 2021 and made mandatory in 2022.
- It requires geo-tagged photographs of MGNREGS workers twice a day (morning and end of shift).
- It aimed to increase transparency and reduce corruption in wage payment verification.
Key Issues Identified by MoRD
- Upload of unrelated or duplicate photographs.
- Photo-to-photo capture instead of real-time images.
- Mismatch between actual workers and uploaded photos.
- Gender composition inconsistencies ....
